ADVERTISEMENT FOR BIDS

Phillips County Colorado will receive sealed bids for the Courthouse Square Sidewalks project until 2:00 p.m. local time June 16 at the Phillips County Administrator’s Office at 221 South Interocean Avenue, Holyoke, Colorado, 80734 or by email through special arrangements made at least 24 hours prior to deadline for bid submittal. At that time and place bids will be opened publicly and read aloud. Bids received after that time will be returned unopened.

This project consists of replacing and adding sidewalk around the Courthouse Square. The approximate quantities are 1384 square yards of sidewalk, 627 ft of curb and gutter, 3 handicap accessible curb ramps, and 117 ft of storm drain with two inlets. The removal of sidewalk, curb and gutter and traffic control will be provided by Phillips County forces.

A digital version of the Contract Documents, Specification, and Drawings are available in PDF format ONLY by emailing Andrew Nygaard <andrew.nygaard@phillipscounty.co> in the Phillips County Administration Office. Bidders must register with email address, phone number, and mailing address in order to receive the bid documents. This is to ensure that all prospective bidders will receive any addendums.

A MANDATORY Pre-Bid Conference will be held at 10:00 a.m. (local time) on June 12, at the County Commissioners Office, Phillips County Courthouse, 221 South Interocean, Holyoke, Colorado 80734. The conference attendee shall be an agent of the bidder, familiar and involved in the bidder’s work and the bidding process. Firms not recording their presence at the Pre-Bid Conference will not be allowed to submit bids.

All bid proposals must be on the form provided and must be accompanied by a certified check or bank draft, payable to the order of PHILLIPS COUNTY negotiable U.S. Government bonds (at par value) or a satisfactorily Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid. Checks accompanying bids not accepted will be returned to the bidders.

The selected Contractor will be required to furnish a 100% Contract Performance Bond and a 100% Contract Payment Bond to cover the execution of the Work which shall be in conformity with the Form of Bonds contained in the Specifications and for the Contract Amount.

Time allotted for the construction is 270 consecutive calendar days.

No bids shall be withdrawn after opening of the bids without the consent of Phillips County for a period of sixty (60) days after the scheduled time of opening bids.

Phillips County reserves the right to reject any or all bids, to waive any informalities in bids, and to accept the bid that, in the opinion of Phillips County, is in the best interests of the County.

NOTICE OF PUBLIC HEARING

Notice is hereby given that a public hearing will be held on June 9, 2023, at 10:00 a.m. at the Commissioners’ office in the Phillips County Courthouse, 221 S. Interocean Ave, Holyoke, CO 80734 relative to an application for an amendment to the Phillips County Zoning Resolution concerning the following property: A tract of land located in the SE 1/4 of Section 13, T.7 N., R.45 W. of the 6th P.M., Phillips County, Colorado, being more particularly described as follows: Beginning at the E 1/4 corner of Section 13, T.7 N., R.45 W. of the 6th P.M., Phillips County, Colorado; thence S 02°22’13” E on the east line of the SE 1/4 of said Section 13, 304.87 feet; thence S 87°48’50” W parallel to the north line of said SE 1/4, 744.61 feet; thence N 02°22’13” W parallel to said east line, 304.87 feet to a point on said north line; thence N 87°48’50” E on said north line, 744.61 feet to the Point of Beginning containing 5.21 acres, more or less.

The property in question is now zoned Agricultural 1. The proposed amendment would change the zoning of the property to C, Commercial.

All interested persons are invited to attend the hearing and voice their opinions.
